I have an iPhone 13 Pro Max camera that doesn't just work in Zoom X1 Portrait mode, it becomes moud
But it only works in third-party apps in the official camera app doesn't work
i tried restarting and tried reinstalling the system in iTunes but it was not solved

The native camera app does not zoom in portrait mode. You have a choice of just fixed lenses. For example my iPhone 16 Pro Max, in Portrait mode gives me the choice of 1X, 2X or 5X. It will not zoom between them.
Some third party apps may offer that feature, as you have discovered. If your need to zoom, use a different app.
