None of my email passwords appeared in the Passwords app when it first came out. I had to copy them from Keychain into the Passwords app. The Passwords app still doesn't know what an email account is (my other password manager has fields for IMAP, SMTP and POP server names if the entry is tagged as an email account) and Passwords doesn't populate any of my email passwords automatically when setting accounts up - I have to open the app and cut and paste them in. I don't use iCloud email so maybe Passwords works for that, but it doesn't for either of my email providers.
