How to open downloaded apps without data permission on iPhone?

My downloaded apps doesn’t opens until I have data to give it permission. How can this be resolved ?

It won’t let me give apps permission. It didn’t start until recently. Whenever I go to upload a vid/photo/recording. It pops up with something that says “to do (whatever it is), allow access (whatever I need to access)” with options that say “go to settings” and “cancel”. It brings me to the settings app on my phone, but it doesn’t even show where I can give the app permissions. How do I fix this? What do I do?
