Cannot use Maps or download sites on iPhone 16 Pro in Aruba without internet connection

In Aruba with new iphone 16pro and cannot use maps or download sites unless on internet at hotel. I can make a phone call but thats it unless I am on the internet. Have done everything I can see out there to do including resetting network settings.

Software is updated, have rebooted start, and several things Verizon said to do including resetting network settings. The only thing it does is make phone calls, will not deliver texts either.

stumped in Aruba.

Appreciate the answer but, not so much about maps but cellular data; my 16pro connected to the Arubian cellular service SETAR but didn't maintain the data streaming feature. I could call on cellular but no data streaming and no matter what Verizon techs walked me through (over 4 hours of troubleshooting) my phone would not stream data unless connected to a hotel server or other. However my wifes older iphone 11promax worked perfectly with same settings. Once back n US data streaming resumed. Can't get Verizon to tell me if they have a problem or not. On Ultimate plan with Verizon and they even changed international plan while there but it didn't help. So I think its a Verizon problem with new iphone but not sure.
