Downtime Contacts not allowed despite being listed on iPhone

during my daughter’s downtime on her phone she has a few contacts that are “allowed”. One of the contacts is my mom and her grandma. Even though the contact is listed as allowed, it will not allow her to call/message her. What could be the problem? Is it possible because the name of the contact is different in our phones?

Set communication limits

Go to Settings > Screen Time, then turn on Screen Time if you haven't already. Tap Communication Limits, tap During Screen Time, then select one of the following for communication at all times (other than downtime): Contacts Only: To allow communication only with your contacts.
