Downtime allowed contacts

I have set up the downtime feature on my kids phone and have it set to specific contacts during downtime. Everything shuts down like it’s supposed to except for the phone. Even though I’ve only allowed specific contacts she is still able to call out and receive calls from any number during down time. I even tried removing everyone from the list of approved contacts and calling her dad and it still went through with no issues. How do I limit who she can call at downtime?
