Speak Screen and Speak Selection will not read Home Screen icon labels on an iPhone. These features are designed to read selectable text within apps, emails, web pages, and documents.

1️⃣ Ensure Speak Screen is Enabled

  • Go to Settings > Accessibility > Spoken Content
  • Make sure Speak Screen is turned on

2️⃣ Try Swiping Correctly

  • Use two fingers and swipe down from the top of the screen (not the edge, but just below the notch or status bar)
  • Try different swipe speeds

3️⃣ Check if it's Supported on the Screen You're Using

  • Speak Screen works on apps with readable text (Safari, Notes, Messages, etc.)
  • It won't work on the Home Screen, App Library, or non-text-based UI elements

If you want your Home Screen icons' names to be read aloud, you need to use VoiceOver (Settings > Accessibility > VoiceOver). VoiceOver is a full-screen reader that will read out icon labels, notifications, and other UI elements.

I am having the exact some problem. I would use this feature every day if the two finger swipe did not conflict with so may gestures.

I have tried adding speak screen to the control center so it can be turned on from there, but I believe the control center being open causes it to detect "no speak-able content on screen".
