Ever since I updated 18.3 I cannot Move items from one line to the other like put them on a higher level I used to be able to do that before

I am having the same issue. It used to be easy to move items up and down in a list and now, when you tap you get options. What I have found is you must tap between the circle and the first letter for the text in your reminder. It gets a little tricky because if you tap in the circle, it will delete your reminder. Hopefully they will fix this as it used to work so easily.
Sort of crazy but it only works if I use my left hand.

Go to your Reminder list. Tap on the 3 dots in the upper right corner. That will bring up a menu. See "Sort By", and change it to Manual. Then you can press and move things around in an order you want. I keep mine on sort by due date, so they would always jump back into date order if I tried to change.
