Unable to turn on Wi-Fi on iPhone

If you also can’t turn on Bluetooth, that is a hardware failure of the radio chip that supports Wi-Fi and Bluetooth. If it is only Wi-Fi it probably means your Wi-Fi antenna is broken. Either way, it is probably the end of life for a device as old as an iPhone 7.
