Unable to share Health data from iPhone 12 to iPhone 15

I have been trying to share my health data with my boyfriend but it keeps flagging him as not having a device to view it on. He has an iPhone 15 and I have an iPhone 12, both are updated to current iOS. I have attached his icloud to his contact, we have checked in settings to make sure health is on. I have been able to share my data with my father but it will not let me share it with him. I’ve tried everything please help.
