How do I get tik tok back on my phone if I deleted the app and it’s not in the App Store.

The answer to that one is simple. You do not get it back. You can use Safari to access the web version of TikTok though.
Also check out the section on the top of this page titled "Did you know?".

You will not be able to download the app, because Congress has not removed the fines placed on Google or Apple for allowing the downloads, so all you can do is access it on the web using Safari.
You can't until ByteDance shows Congress that they're taking steps to divest from the Chinese government.
