How can I transfer videos from my iPad to a DVD?
How can I transfer videos and movies I made on my IPad to a DVD and SD card, without using my PC? I don’t have any memory on my laptop. I do have them on ICloud.

iOS/iPadOS fundamentally does not support connection of any optical media drives - including the Apple SuperDrive. As such, direct access to optical media (CD, DVD, BD) from an iPad is not possible.
If you intend to copy files to optical media, you have no alternative other than to use a computer that does support this media type - such as a Windows PC or Mac computer.
USB storage and SD-Card media is supported by iOS/iPadOS - and can be directly connected to your iPad using an appropriate USB-C Adapter or USB-C Hub:

Starting with SD Cards, you might simply connect a suitable SD Card reader that has a USB-C connection. For example, from Apple (guaranteed to work with your iPad):

Perhaps more useful, consider purchase of a USB-C hub that incorporates an SD Card Reader. This will be considerably more flexible, as you will be able to simultaneously connect multiple other devices and your Power Adapter to your iPad.
There are many third-party USB Hubs that have a USB-C connection for iPad plus a USB-C PD (Power Delivery) pass-through power connector to which you can connect your USB-C Power Adapter - along with the hub itself incorporating a combination of additional USB-C ports, USB 2.0/3.1 Type-A ports, Ethernet LAN, HDMI, VGA, SD and microSD card-readers.
Perhaps consider Kingston, Anker, Hyperdrive and Satechi - although there are many others from which to choose. A Google Search for USB-C Hubs compatible with iPad will find a number of articles and recommendations.
Note that you cannot directly copy files from an iPad to a DVD. You can use other external devices, such an SD card, flash drive, or external hard drive or SSD using the instructions in the link Rudegar provided.
