mobile data can be turned on and off without unlocking the phone!

Please see the image to understand the problem. If I try to turn on or off mobile data from the red-circled area it requires me to unlock the device, makes sense, good for security, I guess. But why same thing doesn't happen if I turn on or off mobile data from a blue-marked area? In this case, it doesn't require me to unlock my device. This is obviously an oversight by wonderful developers. This makes me wonder, do you even test the functionality before rolling it out, especially, from a security perspective? Perhaps, you are so confident in your abilities that you don't feel the need to test them. Don't know what to say. (Device iPhone 13, iOS version 18.2.1, up to date.)

It isn’t working differently. You must be looking at the screen to see how it behaves. As soon as you look at the screen Face ID unlocks your iPhone. Put on a ski mask so Face ID can’t see you, or give the phone to someone else and have them try it.
