My iPhone is blocked because the owner of the account refuses to pay the money to the carrier. If I want to exchange my iPhone 13 with a new iPhone 13 would it be possible.

Did you buy a used iPhone that is carrier locked? If the phone is blacklisted, which is what I suspect you're up against, NO, you can't exchange the phone. And iPhone 13 can't be purchased new anymore anyhow. If money is owed on the account, you'll need to pay whatever is owed. Or, if you bought a used iPhone, return it for refund.
