Carrier locked phones
Hi I purchased an iphone recently which is carrier locked by att but i am not a us resident so how can i pay the remaining bills of this phone so it can be factory unlocked

You will need to contact AT&T and ask them that question. Whether or not, they can assist you with this, there is no way to tell until you contact them.
Alternately, whomever sold you this phone, did not properly prepare it for resale. As such, the other route would be to return it for a full refund.
