How do I reset my Apple Account balance to change my region?

Seems account balance must be zero (0) .

(ie: spend any store credit, eg: buy something that uses the balance of te account,

if necessary you can use a payment method if amount is more than the balance)

Or

You can ask Apple Support to make it 0) (losing any money left in te account)
