How do I clear Apple Account balance to change Country/Region?

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

You can go to iTunes Store to buy songs, ringtone etc.

If your main goal is to Change Country and region, you must spend all the Store Credit balance or if not until it becomes so low that you can't spend it on anything.

If you reach that point, you will need to contact Apple Support to get assistance in changing the country region.
