i have recently bought a MacBook air with touch id sensor , I want my mac to ask me to confirm purchases on my iPhone touch id as it did with my previous MacBook pro. rather than the touch id on the mac!! Can this be done?

Please follow this path,
iPhone, Settings > scroll down > Wallet & Apple Pay > scroll down > Allow Payment on Mac > enable, if already enabled, momentarily turn off and then back on
