So the storage is quite full. There is only 1gb of 32. Could that be the issue? I am currently running on IOS 17. Could that also be an issue? Please let me know.

That is a definite problem. Solid-state storage does not like being full. Today 32GB storage is quite "tight" as iPadOS versions grow larger.
