FaceTime audio call is greyed out for all contacts in iPhone

facetime audio call is grayed out for all contacts , i have tried all the troubleshooting options andd still nothing yet can the issue be from my apple id settings or something it started on my old phone but thought it was the phone that had issue so i changed the phone recently and trasferred data from old phone tonew phone and still same issur
