Can’t start iCloud Drive on macOS

I recently logged out of my iCloud account, and when I came back all my documents disappeared. I was able to find them by logging into iCloud.com and accessing the iCloud drive. However, I can only access them on the web browser. For some reason, I can’t get to the location in system settings for starting up iCloud Drive. I go into system settings, and click on my profile. The only things I see are personal information, sign-in & security, payment & shipping, and media & purchases. Under “devices” it just said “failed to load devices”. I tried restarting my computer and also redownloading the macOS to the Macintosh drive.


Another issue is that I actually ended up updating my macOS to the latest version while I was trying to figure out where my files went (so before I realized I was also having issues with iCloud Drive), so I have absolutely no idea if this issue was caused by logging out of my iCloud or from the update.
