I am trying to access my TimeCapsule Files. I am using a PC. I can not see my Time Capsule anymore in my system, so I can't access files. The Time Capsule has a blinking amber light. However, when I open the Airport Utility, it is green, but the picture of the capsule is amber light.
Help I want my files.

A blinking amber light generally means the Time Capsule is reporting an issue. It could be anything from a pending firmware update, to a system issue (e.g., temperatures out of safe range) to an imminent failure of some kind.
The only way to know exactly what it is trying to tell you is to connect with Apple's Airport Utility: Download AirPort Utility 5.6.1 for Windows - Apple Support. At a minimum, it seems like you may need to reconnect to the Time Capsule and get it back on your network - have you changed anything in your network that might cause older systems to be dropped from it, like switching to WPA3 security?
Once you know what the issue is, there may be steps to resolve it. Although at that point you may still have to deal with the SMB v1 issue Bob Timmons mentions in order to access any files on the Time Capsule.
I'm afraid that you are not going to like the answer.
The Time Capsule used an ancient SMB1 communication protocol.
Microsoft dropped SMB1 with the introduction of Windows 10 for very good security reasons. I'm not recommending that you try to enable SMB1 on your PC, but it is not hard to find instructions for this using Google if you decide to temporarily try this to see if you can get at the files on the Time Capsule.
I don't have a PC here to work with, but if you have an iPhone or iPad, I may be able to help you figure out the blinking amber light.
