iPhone SE 3 frozen during updating. Forced restart and connected to PC. Phone doesn't show up when using iTunes. Unable to update and restore using Microsoft Apple Devices App, receive error message "The iPhone could not be restored. An unknown error occurred (1109). 06B4.0000

Forget that! I tried a different PC that was running Windows 10 instead of 11. Also, it hadn’t been updated or used in years and viola, worked perfectly. I also had to have an Apple Watch linked to my phone so I could sign in. This could have affected me BIG TIME, Apple stinks on ice!
It is time for you to make an appointment at the Apple Store or take the phone to an authorized Apple service shop.
