How can I reset my Touch ID if I forgot my password?

I can’t create a new fingerprint because you gotta know the old one I have to work before you put in a new one it mine’s not working. I can’t remember my password so I was trying to do touch ID. I know my passcode, but I can’t use my touch ID.
