What causes a black line on Samsung C27F390 Monitor connected to Mac mini?

That actually sounds more like a damaged or bad display than a cable or Mac mini problem.
Return that inexpensive Samsung curved monitor for a replacement or optionally get a refund and purchase a higher quality monitor.
