Why isn't the playground program downloaded in my phone?

What playground program?
If you are referring to Apple's "Image Playground" – which appears to be an experience, rather than an app – that is part of Apple Intelligence, which is not available on the iPhone 12 Pro Max.
If you are referring to some third-party app, please be more specific as to its name and the error messages you see when you try to download it from the App Store.
