I completely reset my iPhone and prepared everything for sale and then noticed in the Apple Devices app that my old device name was still displayed “Iphone from *****”, how can that be when there is no backup or anything else on it PC exists and the device has been completely zeroed?

I noticed it is all due to the device name you set up in "General, - About". Crazy that it still shows the name you set up there EVEN after a complete phone wipe.
Apple Devices App you can get from Microsoft Store, Official App to restore IOS devices. When you open it and connect device via cable, it appears on top saying the name of the device. And there is to see my old device name I had
I submitted a bug report to apple. You might want to do the same to press the issue. They will probably ignore it and say it’s not a big deal or it’s not a bug at all but it doesn’t hurt. You can google how to submit.
What Apple Devices app? Where are you seeing the old device?

go plug your "completely erased" iphone into iTunes and you'll see what he is talking about.
