Unable to enable lost mode in the Find My app only on my iphone

I’m not able to enable lost mode in the Find My app on my iPhone. There is an orange question mark in all devise and item sections.

However, I can enable lost mode if I use my ipad Find My app or iCloud.com. I think this happened after I updated my iPhone to the latest software. I tried removing the Find My app, restarting the phone, and then reinstalling the app but that didn’t fix it. I can tell this is just an issue with the app on my phone and not an apple account issue. Is this a Find My software issue with the iOS 18.2? How can it be fixed?
