i have an iPhone 16 with the lattest version, but the photo clean up feature doesn't appear. when i edit a photo, only "styles", "adjust" and "crop" appear on the options but not the clean up feature. shouldn't it be there?

Are you in the EU or China? Clean Up isn't available there.
Apple Intelligence, iPhone Mirroring, and SharePlay currently aren't available in the EU due to the Digital Markets Act. Apple states that "the DMA could force us to compromise the integrity of our products in ways that risk user privacy and data security", that is, they would have to downgrade security features associated with these tools.
It's possible they'll roll it out at a later date, potentially in a different form that complies with the regulations.
do you know why it's not available in the EU? will it ever be?
