Mac and apple intelligence, why would a message pop up with new message ready to compose a new message

I understand the Messages app is launching unbidden, with a non-iMessage recipient already chosen. Is that correct?
Quit the Messages app in the usual manner: Quit apps on Mac - Apple Support. Does it keep reappearing?
In my message list it shows a green bubble and says “ New message to …. With the name. But the body of the message is blank as if it’s waiting for me to compose a message. however I didn’t start composing the message? What would this mean? AI is responding to a recent message received etc?
Could you explain in greater detail what you are encountering? It seems to me the Mail app is opening unexpectedly, but I can't be certain.
Messages on a Mac is coming up saying New message to…. With the name with nothing in the body. Is this the new Apple intelligence?
