"This Device is Already Associated with an Apple Account" - Error message on iPhone

When I attempted to enable automatic update of apps, my iPhone gave me a Notification that "This Device is Already Associated with an Apple Account". Apple Support indicate that the fix is to click the "Transfer" button that appeared in the Notification. Has anyone else had this problem.

I have this message pop up when I’m randomly doing other things. I do not have automatic updates turned on (nor do I want it on), but I still get this message. I’m not even in settings and the message pops up. I’m to choose between “cancel” and “transfer” but neither one seems to do anything short of make the message go away until later.
