Running Apple Superdrive on M4 Mac Mini with Caldigit TS3 or TS4
will the Caldigit TS3 or TS4 dock work for this?

It should, given that the Caldigit dock has it's own external power supply.
If not! The Caldigt and/or similar docks, will provide enough extra ports and allow you to keep the SuperDrive plugged directly into Mac mini with a USB-C to USB-A adapter.
Another option, is to get and use an after-market CD/DVD drive that supports USB-C.
