iPhone 14 pro will not sync or back up with itunes or icloud

iPhone shows up on iTunes on my Win 10 laptop, but when I go to backups it will not back up or sync with icloud, or this computer.. Worse yet, it says it has never backed up with either device. I assumed it had been backing up with iCloud. I rebooted the laptop and the phone with no success. I cheeked to make sure iTunes and the phone were up to date and they are. My laptop only has 34 GB of storage. Thought that might be the problem with my computer, but it would not explain iCloud. Please help. Thank you.
