18.2 is now out but where is Battery Intelligence?

If this is something you read about in an article about a beta release, then you can't count on it as something that will be in the final release. Not everything in beta versions makes it to the final release.

No one here can possibly answer this. This isn't Apple Support. This is a user to user only forum, which Apple doesn't actively participate. I've never heard of this feature. Nor can anyone here comment about features which aren't currently available. IF, this is a feature coming in the future, you along with everyone else will know about it by reading the release notes accompanying an iOS update.
