Why do I have double Home app in my iPhone's Privacy settings?

While I was looking into my privacy settings and what apps have access to what on my iPhone 16 Pro Max and on my iPad Pro running the latest iOS I noticed I have two home apps one has a black background and the other has a white background, one says never for the permissions and the other says while using app. Is this a bug and or how do I fix it or can I delete one? If anyone could please help me out with this, I would really appreciate it. My phone has been acting weird.
