Resolve Wi-Fi and Bluetooth issues caused by wireless interference - Apple Support
You might have a look at the move article. Noting that WiFi has a 2 GHz band that CAN overlap with Bluetooth frequencies and interfere, depending on configuration. Also, the Bluetooth specification says up to seven devices can be connected but Apple has recommended in the past no more than three. Do you have more than three in the vicinity? If you are using one mouse and charging the other, if both are "on" that is two right there, plus maybe a keyboard, nearby cell phone, iPad, other computer, Apple watch, Apple TV ... these are all on Bluetooth.
For the mouse problem, try replacing the wireless mouse with a wired one (they are still available and very cheap, we have several in boxes around the house). If the operation is smooth, that implicates the Bluetooth RF link or possibly the mouse itself (but since you see this on multiple mouse devices, it seems a broken mouse is unlikely here).
Some have blamed Sequoia 15.1 for this but keep in mind when upgrading the MacOS it is like a "reset" and specific channels used for WiFi, Bluetooth etc. can be cleared and reconnect, maybe differently than before. Also, other appliances now use Bluetooth, e.g. refrigerators, light bulbs, security cameras, and microwaves emit 2 GHz RF which can interfere as well. One possible test for RF interference is to remove all Bluetooth devices from the Bluetooth device list, connect just two, move the computer to a more isolated room and if possible connect to router via ethernet.
