You can certainly update your iPad Mini 6 to iOS 18.2. In fact, you should update it to 18.2 as it includes some new features and bug fixes, but an iPad Mini 6 is not capable of running Apple Intelligence. You'd need an iPad Mini 7, or any iPad Pro with a M1 chip to be able to run Apple Intelligence.

The 6th-generation iPad mini is not capable of running Apple Intelligence. Your iPad has only an A15 processor and Apple Intelligence requires an iPad mini with an A17 Pro processor which is the new model just announced a couple of weeks ago.
Regards.
So, on my iPad mini 6th generation, Apple is offering OS 18.2 as a software update. So does this mean I should update getting many benefits, but not the Apple Intelligence capability ?
