Missing AI Siri and Apple Intelligence on iPhone 15 Pro with iOS 18.3

I have upgraded my iPhone 15 pro model to iOS 18.3 and I do not have the new AI Siri around my screen or the Apple intelligence option, Can someone please help me out!

Try a forced restart. It fixed mine now.

Also the option to opt out is no longer there in 18.3
