I did as instructed to allow Writing tools, but it doesn’t work at all. When I selected a passage, there’s no option for writing tools at all. Even the toolbar above the keyboard doesn’t have the apple intelligence icon.

I joined yesterday and this morning I got the notification that Apple Intelligence was now available on my device. I can now use Writing Tools.

Same here, and nothing that I found on the Internet has worked. I’ve turned Apple Intelligence on, I’ve turned it off, I’ve reset my phone both with and without Internet connectivity, I’ve toggled all of the settings in the Apple Intelligence and iMessage application on and off. Nothing. It briefly popped back for about 30 seconds when I was turning the display iMessage options off and on, but it promptly went away again.
AI is working in my photos, and in the Apple Mail app, and I can pull down writing tools in pretty much any text box, but the entire feature of it showing the ai icon and being able to provide predictive responses to text messages no longer works. I also no longer get text message summaries.
All of that stopped at the same time.
I have the 16 pro max and after doing the update, the writing tools icon was there and working and then the next day, it disappeared.
Is that your personal iPhone or a corporate one? I am experiencing the same thing on my corporate MacBook on MacOS 15.1. Do the other features work?
