It seems that Apple Intelligence is kinda the selling point of iOS 18, so why can’t they release it on older devices that support iOS 18 and later? And how can I know for sure if they are planning to release this Apple Intelligence feature wherever iOS 18 is supported?

Apple Intelligence requires resources not available on unsupported services. More Ram and a more powerful CPU for the on device processing. It's a hardware limitation.
Its unlikely it will ever be made available for iOS 18 compatible devices that do not already support it.

But the Nugget makes Apple Intelligence available for any device, that support iOS 18. Even iPhone XS can get Apple Intelligence and it’s works… just fine. What other requirements are still needed for Apple Intelligence?
It’s just a selling point of newer devices :(
