It will work fine as a WiFi only device.
It depends on the carrier. They have to support the Apple Watch, and also have to support Wi-Fi calling on the plan for your iPhone. If both are available, then you can make and receive calls on your Apple Watch without your iPhone, assuming that there's a Wi-Fi hotspot you can connect the Watch to. See:
