I encrypted the entire HD. It's been in a box this whole time.
I want to use again but no longer have the PW or the email address I used to have.
Can I just reformat?

The data is lost without PW. As stated a reformat erases the drive.

Erasing and Reformatting will wipe everything that is on the 2012 Mac mini's drive.
