My phone is now working!
So after looking at the suggestions for a fix, I discovered that a soft reset worked perfectly for me. Suddenly Siri is working and there's no dictation lag. I'm no longer grumpy with my phone. I strongly recommend this for everyone suffering lag on their 16 Pro Max (or possibly other models,) as this was a lifesaver for me.
Here's the simple process:

Here is how I fixed Siri not verbally telling the time and weather. Go to
Settings/Siri/Siri Responses/PREFER SPOKEN RESPONSES.
My guess is after iOS18 update the setting defaulted to “Automatic” where Siri decides when it’s appropriate to verbalize its responses. That fixed it for me.
I figured out the solution because I thought I was crazy too. If you have your phone on vibrate she will not speak back to you. If you go into your settings under Siri and then hit Siri responses you have to change your preference to “prefer spoken responses” as it is set on “automatic.” Hope this helps.🫶🏻
FOUND A FIX - looks like the ios8 update defaulted Siri responses to “Automatic”, but that really meant SILENT because she was not talking out loud. I switched to “Prefer Spoken Responses”. Back in business now & back to normal. 😀

activate Siri - Hey Siri - ask for something- raise the volume up - voice is back .
Probably volume reset after iOS 18 .
Btw - weather report is not working , just a text message / widget .
I had the same problem... Here is the FIX... Settings>Siri>Voice.... Select American (Voice 1) and allow the download to complete.. I did it for all 5 voices and allowed all to download.. Now it works great... Also under Siri responses I selected prefer spoken response..
Followingmy last update here where Siri started working again, it promptly stopped working the next day! I spoke to Support today and they guided me through turning off Siri, restarting my phone, turning Siri back on and then following the prompts that appear on the screen to re-initiate Siri. It’s worked flawlessly ever since. Hope this helps somebody.

I had this problem at first. New Siri defaults to Automatic under Siri Responses preferences. In this setting it uses AI to determine if it needs to speak out loud or not. If you’re looking at the screen, the Automatic setting yields a silent response. If it’s laying on your desk, it will answer out loud. You can choose to have it always respond out loud if that’s your preference. Settings > Apple Intelligence & Siri > Siri Responses.
In my experience it helps to have prefer spoken response on in two locations.
iPhone > Settings > Apple Intelligence & Siri > Siri Responses > prefer spoken responses, if it’s on, momentarily switch off and then back on.
iPhone > Settings > Accessibility > scroll down to bottom > Siri > Prefer Spoken Responses, if it’s on, momentarily switch off and then back on.
Make sure volume is adjusted when Siri is speaking
I had the same issue. I tried all of the suggestions I could find. Reset Siri, deleted the history, turned it off and back on, nothing worked. I tried one last time and pushed the volume button all the way up when Siri was putting the response on the screen. For whatever reason, even though my phone volume was all the way up it was not on in Siri.
I had the same issue so I went into the settings then Siri then under Siri responses I selected prefer spoken response.

New setting “prefer spoken responses” was off. Default was on “prefer silent response”
Found the solution! Siri will not read out messages if the new setting "Lock messages with with Face Id" is set to on in messages. Makes some sense, but still annoying one can't have both considering I am the one wearing the AirPods...
Go to settings, then accessibility, then go to Siri, and then under spoken responses, select prefer spoken responses.
Same issue here (Iphone 15 Pro Max), Siri can't spoken responses after upgrade iOS18 and this works for me (I'm using Automatic spoken response):
