Where is my lost & permanently deleted photos

Your recently deleted photos will appear in the Recently Deleted Album, after 30 days, they will be permanently deleted and unrecoverable.

Basically the link that Zachyy mentioned says to look in Recently Deleted and in Hidden. Check your Library thoroughly-- the pictures may not be where you expect. You can use the search field with the date or location to hunt for the missing pictures.

You didn't say, but f you use iCloud Photos, then you can look in iCloud.com.

If you don't use iCloud Photos, but you have Settings>Apple ID>iCloud Backup turned on, then you may be able to recover data from the last 30 days or so at iCloud.com. You should look here:

If you don't keep your own backups, there really isn't any place else to look.

Since you mention "permanently" deleted, it would appear you have deleted from the Recently Deleted Folder already as that is where you see the message the continuing with that action will result with your photos being permanently deleted. If that warning is ignored, there is no recovering the photos unless you chose to save them in another location first when you saw the message that they will be permanently deleted.

Are you running out of iCloud Storage? If you have used up all your iCloud Storage, your deleted photos will not be saved in Recently Deleted, when you delete them, but be permanently deleted right away, to help you free your iCloud storage quickly.

When you are running low on Cloud storage, your first priority should be to free cloud storage, to get iCloud working again properly.

Before you delete large documents and photos or videos from your device, save them somewhere else, on external drive for on a computer.
