Co-parenting with kids Apple devices

Divorced parents with multiple Apple devices per kid. What is the best way to share access and monitoring with the limitations of using one parent’s Apple ID?

Has apple fixed Family sharing for families with divorced parents? This should have never been a problem and it is absurd that Apple even introduced Family Sharing without considering divorced parents. It seems like it is impossible for two parents to both have access to their kids devices. If a child belongs to one parent's family the other parent has no parental controls, can't use 'find my iPhone', and can't share subscriptions and games with their kids. This question has been asked before but I'm wondering if anyone has figured out a way for two families to share a child with the new updates to iOS.

How or can I Add child account (apple ID) when my family sharing acct is maxed? How or can I Add a child account (apple ID) when my family sharing acct is maxed? i’m trying to set up a new iPad but can’t without an apple ID. Don’t want to use mine because its for my daughter. Unsure what to do in this case. Thanks!

You can have a second approver for Ask To Buy but that's about it as far as two parents being involved. Note that both have to belong to the same Family Sharing group, with all that entails.

There can be only one family organizer in family sharing.
