How can I move photos from Finder to "library"

I'm not sure what you mean. The usual method is to make sure that Photos Settings>General looks like this:

"Importing" should have "Copy items to the Photos Library" checked. This ensures that you have a "Managed Library" with the picture files kept inside the Library package, rather than a "Referenced Library" where the pictures are left in Finder folders where they can get lost. Every experienced user here recommends against leaving this unchecked and trying to use a Referenced Library. When a new Library is created, this is automatically checked.


If that's checked, and you are asking how to import new pictures from your Finder into the Photos Library, then use the menu choice File>Import.


Or, if you are already stuck with a Referenced Library, you can use a Smart Album to collect all those referenced pictures together

(I don't have any...), select them, and then choose File>Consolidate. This will copy the Referenced pictures into your Library package.
