I have all my old memories stored on the iCloud using my old Apple ID. I need to access the account to get my pictures . What do I need to do.

Try resetting your Apple ID at iforgot.apple.com. If you cannot reset and it has been too long, you can request an Account Recovery.

Easiest thing would be opening a device that the account is already signed into and opening the photos pp. If there are no devices, try logging in to icloud.com and reset the password. If that doesn't work, you can try the Apple Support App. Support App > Reset Password > Help Someone else and follow those steps. If that doesn't work, it should prompt you to go into a process called Account Recovery (if it doesn't prompt it you can either call or text Apple Support), where Apple support specialists will help you recover the account by verifying you are the account owner.
