How do I get the Fitness App to count steps?

What do I need to do to make the app start counting my steps? It only tracks movement with a calorie goal.

Go to Settings>Privacy & Security>Motion & Fitness>Fitness Tracking and make sure it's turned on.

Note that there are no options to change the rings. They will only show Movement and Exercise (unless you also have an Apple Watch in which case you'll also see Stand). And you can't set a step goal in the Fitness app. It's just not one of the metrics Apple focuses on.

You may want to consider a dedicated app. One I've used which has a very clean interface is StepsApp. It will allow you to set a step goal and monitor your progress toward that goal.
