Go to Settings>Privacy & Security>Motion & Fitness>Fitness Tracking and make sure it's turned on.
Note that there are no options to change the rings. They will only show Movement and Exercise (unless you also have an Apple Watch in which case you'll also see Stand). And you can't set a step goal in the Fitness app. It's just not one of the metrics Apple focuses on.
You may want to consider a dedicated app. One I've used which has a very clean interface is StepsApp. It will allow you to set a step goal and monitor your progress toward that goal.
You can check it out in the fitness app on iphone. not sure about watch.
The Fitness app should count your steps by default. Is it not?
Are you tracking steps via Apple Watch?
Alternatively, check the Health app on your iPhone to see your step count.
