I have tried everything I can find on the internet to fix not getting message notifications. Imessage sounds work fine. I also have an Apple watch series9 and have the latest update on the Iphone 13pro and watch.

Make sure Do Not Disturb is turned off: How to turn Do Not Disturb on or off on your iPhone - Apple Support
And that your iPhone isn't on Silent mode: Silence iPhone - Apple Support
Try opening Settings > Messages > Notifications > Turn off then back on "Allow Notifications"
Check the Alerts section here, are all the options (Lock Screen, Notification Center and Banners) are all checked.
